General Rules

The most current edition of the Uniform Rules for 4-H Horse Shows (Ohio State University Extension publication 179R) will be used. All horse exhibitors are responsible for reviewing and understanding the rules as stated in the Uniform Rules for 4-H Horse Shows. The publication may be purchased through the OSU Extension Office.
4-H members, parents, and volunteers must also comply with the guidelines outlined in the most current Preble County 4-H Horse Member Packet.
All other rules and safety guidelines will be posted in the barns. Exhibitors must comply with all rules and safety guidelines. Halters MUST be on horses or stall doors at all times.
No stallions are to be exhibited in the Junior Fair Horse & Pony Show.
No riding in the make-up arena prior to the start of class HP-99.
No horse trailers or vehicles are to be parked around the dairy wash rack. Parking should be in the areas designated by the Senior Fair Board.
Lunging is not permitted in any arena after 7:00 am. Must use round pens. 

Exhibitor Safety

Due to the Ohio Equine Limited Liability Law, all 4-H Horse Exhibitors must have a waiver release form on file at the Extension Office by May 1st each year and must attend a Horse Safety Program once in the Junior Fair Career.
4-H Helmet Policy - All youth age nineteen and under, participating in any 4-H equestrian activity, are required to wear properly fitting protective headgear which meets or exceeds current ASTM which means (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards with the chin harness securely fastened at all times while riding or driving an equine. If the youth is found to be wearing unapproved, defective or improperly fitting headgear, he/she will not be permitted to participate in riding or driving activities until proper headgear is acquired. See the Uniform Rules for the complete wording of this rule.
There is NO driving permitted in the driveways, around barns, or in any other areas but the arenas.
No cell phone use while in arenas.

Ownership

Project must be owned or leased by May 1st. A backup horse must be owned or leased and submitted to member profile by May 1st and listed as a backup horse. A backup horse may be a fair project when the primary horse has a medical excuse from your vet detailing reasons why the horse is not healthy enough to show. The switch must be approved by the Extension Office and your organizational advisor. Backup horse must follow all club constitution requirements (i.e., meet the minimum ride night attendance requirements) to be eligible to show at Fair. Exhibitor will be able to show in any class the organizational advisor approves.
With approval of a horse advisor in your club and the Day Steward, a parent/guardian/advisor/sibling/Senior 4-H Horse member may ride an exhibitor’s horse for SAFETY reasons only except during the open show and fun show.

Health and Care

Stalls must be cleaned daily. Stalls must be cleaned out completely after moving out.
Rules regarding the inhumane treatment,  use of drugs, therapeutic drugs and or substances affecting movement of the equine can be found in the Uniform Rules.
All equine that kick or may have a tendency to kick must have a red ribbon tied in their tails and on a visible location on the animal’s stall.

Age, Identification and Height

Refer to Uniform Rules. The age, identification, and height of the animal should be marked on the 4-H ID form. Equine competing in any pony division at the Preble County Fair will be measured on Monday evening. Equine 5 years or older which have previously been shown and measured as a pony at the Preble County Fair or possess a sanctioned pony card, will be exempted from measuring.

Showmanship

Exhibitors may compete in only one equine showmanship class. First place winners from each showmanship class are eligible to compete in the Equine Showman of Showman class. If an exhibitor chooses not to compete in the Equine Showman of Showman class, the next placed exhibitor is eligible to compete. The second place exhibitor from the Champion Showman’s showmanship class is eligible to compete for Reserve Equine Showman. This exhibitor must be in the make up arena by the completion of the announcement of the Champion Equine Showman.
Exhibitors who miss their showmanship class due to excusable unforeseen circumstances, may show for their showmanship grade as arranged by the Junior Fair Board.

General Show Organization

Due to an increasing number of last minute scratches, the Junior Fair board reserves the right to split classes on the day that a particular class is showing.
All classes MUST enter the make up arena and exit on South end of the arena. Animals will be called to the make up arena as the show progresses. 

Class Rules and County Specific Class Rules

In General, please refer to Uniform rules book for all class rules not listed below. Class rules (not in the Uniform Rules) are listed below.

All championship patterns will be handed out in the center of the arena.
Exhibitors may not cross enter walk/trot and walk/trot/canter classes with the exception of walk/trot/individual canter (outlined below).
Once a horse and rider combination move from walk/trot to canter classes, the horse/rider combination is never allowed to drop back to walk/trot classes.
No cross entry allowed between Ground Poles/X Rails/Over Fences classes. However, X Rail and Over Fences exhibitors may show in Hunter Hack providing the exhibitor is showing in canter classes.
No cross entering Draft Heavy Harness Cart and Light Harness Driving classes.
There will be a driving High Point award that includes heavy harness, pleasure driving, obstacle driving, driving Reinsmanship and ground driving.
Trail Class: Please refer to Uniform Rules. County will allow an exhibitor to finish the pattern if the exhibitor gets a zero score anytime during their pattern. A time limit of 3 minutes will be implemented for all trail classes. If a pattern is not completed, but otherwise correct, the exhibitor will be scored on the completed elements. Exhibitors who receive a zero score will not be placed.
Flag Race: the pattern will include 3 barrels with a bucket of sand placed at the 1st and 3rd barrels. Exhibitors may start to the right or the left and the flag will be placed in the sand bucket according to rider’s choice. Exhibitors should race around the outside of all three barrels, picking up the flag at the first and sticking it in the bucket at the third barrel. A flag not picked up at the first barrel, loss of forward motion, or a bucket knocked over or off the barrel will result in a “no time”. A 5 second penalty is incurred if the flag does not stick in the last bucket.
Trot Barrels and Trot Poles: The pattern will be the same as the barrel and pole patterns respectively. Exhibitors may not cross enter into any canter classes. A canter in the pattern will result in a “no time”.
Walk Trot Individual Canter: Exhibitors may not enter any other canter classes. Exhibitors will complete rail work and be asked to canter individually as instructed by the ring steward.
In all easy gaited gymkhana classes (barrels, poles, etc.) one strike or more of canter will disqualify the rider from the ring.
Green Western Reining: Green reining will not require flying lead changes. Green Reining is Pattern A, must do simple lead change. Exhibitors entering Green Western Reining may not cross enter into Western Reining. Once a horse/rider combination moves up to western reining, they may not move back to green western reigning.
Same rider/horse combination can only do green western reining for 2 years. Following the 2 years, they must move up to western reining.
Roping: All ropers must bring their own rope.
Light Harness (any breed): Walk on diagonals when reversing. May pass on the rail.
Draft Horse Rules: Should follow breed standards for showing. General rules for most breeds below.
Draft Manes: No mane rolls for mares in halter. Mane rolls for geldings in halter. Both mares and geldings should have mane rolls for driving or riding.
Exhibitors showing in individual canter may also show in Classical Dressage Intro Test C.
Walk Trot Barrels: Participation in Walk Trot barrels is limited to beginning Horse/rider combo (Defined as rider in their 1st or 2nd year of riding).
All trail classes will be shown in show arena, not make up arena.
Small Equine can only show in Small Equine Trail in Hand and cannot cross enter into Trail in Hand.

GROOM AND CLEAN CONTEST

Teams are divided into Junior and Senior Age Divisions.  Winning teams will represent the county at the state Groom and Clean contest in October.  Each    4-H horse club has a complete set of contest rules.  The contest is held at the fair.  All participants must enter by current year’s entry deadline.  No entries will be taken the day of the contest.  The test will be given on Saturday at 2pm.  The contest will be held Monday following dressage.
